Principles of Crisis Response II: Real-time Crisis Management

Principles of Crisis Response II provides supervisors the ability to orchestrate a multi-disciplinary response to mass-casualty or sustained events such as a natural disaster, terroristic act or criminal act. The participant will engage in tabletop exercises utilizing established protocol to manage and control the dynamic interaction necessary to implement appropriate mitigation measures. Supervisors will learn a decision-making paradigm to gain control of a crisis at the onset, to identify and place resources, as well as move an event into the next operational phase.

Principles of Crisis Response III: Effective Leadership When It Counts

Principles of Crisis Response III prepares command personnel for pre-planning a response to and managing a large-scale event. This will be an interactive and participative experience. The participant will experience, in tabletop format, the command and control of a large-scale, sustained operational response to a mass-casualty event. Topics to be addressed included: first-responders and realistic expectations, media relations, dissemination of information, inter-disciplinary cooperation and communication and sustainability of operations and resource coordination.

Building Clearing/Active Shooter

The objectives of this course are to familiarize the student with patrol response to active shooter/threat incidents, building clearing and other high stress incidents.  This will be a hands-on training course that will include force-on-force scenarios.  At the end of the course the student will be able to effectively function as a single officer responder to an active threat event or coordinate a team for building clearing or responding to an active threat event. Students will review recent active threat incidents and these events will be discussed in a tabletop format. Objectively reasonable force will be discussed; particularly as it relates to distinguishing an active threat from a static event; hostage/armed and barricaded events that may be/become static. There will be discussion of the dynamics of action versus reaction as it pertains to hostage rescue and active threat circumstances; specifically there are dangers posed to citizens and officers when issuing verbal warnings. The concept of “opportunity cost” will be discussed.

Civil Disorder

This course is a comprehensive examination of constitutional issues and detailed protocol and guidance such as that recommended by the Department of Justice to include the definitions, procedures and policies for; officer and agency response, planning for response (incident commander), authority for the deployment of resources, conducting crowd control and management, response to crowd situations, declaring an unlawful assembly, proper use of approved tactics and weapons, weapons that are prohibited for crowd control as well as the protocol for mass arrest procedures. The training will include detailed discussion regarding Pre-event Planning, Operational Response and Post-Event Processes.

Effective Police Supervision

This updated and revised course is a research-based and highly interactive workshop using group and tabletop exercises to help a newly assigned employee transform into a supervisor as well as refine the skills of an experienced supervisor. There is strong emphasis on the fundamentals of coaching, counseling and mentoring techniques to improve officer performance and confront officer misconduct. The student is also introduced to tactical patrol procedures applicable to small-scale incidents or mass casualty events. The supervisor learns the importance of communication skills, the communication process and learns to identify and overcome barriers to communication.

  • Affective skills are emphasized. (Attitudes, empathy, fairness, integrity, values, loyalty)
  • Conceptual skills include; analysis, assessment, decision making, prioritizing and solving problems
  • Knowledge skills: directing, evaluating, administrative credibility, and policy implementation.

The supervisor will learn to build a team and to dispatch controversy and conflict while facilitating effective relationships. This course section identifies the characteristics of an effective coach: vision, self-confidence and self-development. The supervisor will learn what successful leaders do to improve morale and organizational effectiveness and to work for change by being knowledgeable, communicating, and being involved. The supervisor will learn about the influence of informal leaders and how to manage mandated change, the marginal performer, work stressors and task stressors as well as how to identify warning signs of personal problems such as suicide, alcohol abuse and divorce.

Media Relations for Law Enforcement

In this interactive workshop and thru practical exercises and mock interviews, participants will learn a framework for crafting your organizations message. Participants will learn to create press releases, plan and prepare for live-interviews and how to communicate with confidence and authority. This course will professionally prepare staff balance Sunshine Law obligations while they develop and manage a relationship with the media. Participants will learn how to communicate about socially and culturally and politically sensitive issues while delivering quality and usable information to the media. Emotional Intelligence: A Paradigm Shift in Police Training

The role of emotional intelligence in police behavior has been neglected, if not entirely ignored. Other disciplines involving high-stakes human performance, such as elite athletes and stellar-performing global executives, are heavily reliant upon and are highly competent in social emotional intelligence.

Years of discourse and volumes of literature regarding police performance, when examined and summarized collectively, speak to physiological arousal as the primary contribution to performance issues. They offer little more insight into the root cause of failure during the police-to-citizen interpersonal exchange. This deficit results in literary distortion and amplification of physiological arousal as the causal agent in police-citizen conflict.

When an officer perceives the absence of another person’s caring, respect or valuing they may experience a feeling of impotence or powerlessness and this can unnecessarily place the officer on the offensive. This emotional volatility results in tactical blindness and deteriorates our interactions with the citizen.

A curriculum that imparts principle/value-based decision-making, integrated with social emotional learning, develops officers that are self-aware and self-managing: the epitome of a professional. The byproduct and added value of this comprehensive understanding of self is enhanced conflict mediation/resolution as well as the development leadership traits that will contribute to organizational health.

All-Hazards Response Planning and Preparation

We can help you with the development, training, implementation and execution of an, ‘All Hazards-Operational Response Plan’.  The principles of planning, prevention, and preparation for mass casualty-events are multi-disciplinary and as such applicable to a multitude of events.

A customized plan will provide a scalable template for a cohesive organizational response to a variety of incidents, emergencies or disasters ranging from: a) less serious, more internal day-to-day emergency that can occur any time (like a fire, a power outage, a congregant getting sick, equipment failure, etc.) or b) an incident that requires coordination with individuals and organizations outside the confines of the primary location (i.e. tornado, large-scale, long-term power outage, etc.) that will require significant coordination as well as an Active Shooter Response Plan.

Any operational plan and training is destined to failure if the administrative and leadership component is not wholly aligned and prepared to integrate at every level. Even indirect or widespread events can have a cumulative effect upon your organization, employees and your customers. It is crucial that you have an organizational response plan that is developed solely and specifically to address your needs.

If your organization assumes a functional responsibility for incident management as a response for an in-house organizational crisis, or as a change agent for sister organizations, the development of a comprehensive plan will provide for a response mechanism to internal needs/threats and will also better enable you to integrate with local, state, and federal response mechanisms.

We integrate the FEMA-Incident Command System (ICS) into a comprehensive plan to ensure a proportional response to incidents. An organization must be forward looking on all matters. A critical incident may have extensive peripheral effect upon the basic day-to-day infrastructure which attendees, congregants, employees and the community all rely upon. Participation of key administrative staff is crucial and will ensure clarity of the vision and will increase the probability of successful execution of the plan.

Emotional Intelligence (EI)

EI is not always how to “be nice”: it may mean speaking an uncomfortable but consequential truth that others may avoid. Emotional competencies is the ability to express feelings appropriately and effectively so that people can work together smoothly toward common goals.

Blue Pride: Shame-Based Organizational Behavior

There is a sharp contrast between respect-based and shame-based personal and organizational behavior. If you have ever observed the sort of fight that seemed to exist for its own sake rather than for resolution of difference then you have witnessed a shame-based transaction.

A respect-based system is one in which “patterns of interaction are based upon accepting people as they are—not as they should be—open communication, and accountability will fall on the respectful end of the continuum and, in general, will have more fulfilled and emotionally well members.”

Participants will learn the origins of and how shame perpetuates: they will learn boundaries between organization and self. They will the interaction between shame and control. They will learn to transition organizational and interpersonal interaction from shame-based to respect-based.

Decision Making

People who are experts in their field can be prone to an exaggerated sense of how well we understand the world. Research demonstrates that we have two systems available for making decisions and under uncertain conditions we do not behave in the way that economic models have traditionally assumed—we do not “maximize utility.”

We have a slow, deliberate, analytical and consciously effortful mode of reasoning about the world and in contrast, are our fast, automatic, intuitive and largely unconscious mode. There are unconscious errors of reasoning that distort our judgment: these are cognitive biases.

Participants will obtain a clearer vision of flawed human reason and they will learn very specific steps to reduce overconfidence. They will learn to be more analytical, more vigilant and to question.

Conventional problem-solving or drill-down skills tend to not address the human cognitive flaws. This permits intuitive conclusions based on a heuristic rather than scrutinized logic: perpetuating our tendency to overestimate benefits and underestimate costs. This course is a foundation for loss and risk mitigation—a crucial and required executive skill.

A Cost Effective Means of Liability Mitigation

Defensive Tactics is a low-frequency/high liability skill set. This skill is also among the most rapidly diminishing skills that officers receive and it is usually one of the least frequent training activities conducted.

The first step in liability mitigation is to conduct continual and ongoing training. Finding time and resources to dedicate to training is challenging to say the least. Because this program is in a POST-Approved format it can be divided into short training sessions that are conducive to squad room briefing. Your in-house instructor can easily conduct and document an ongoing training program.

Conventional defensive tactics programs provide officers with an onslaught and an overload of individual techniques that the officer is incapable of recalling under stress. The CRAFT DT program consists primarily of tactical principles and precepts. When provided with principles that are tactically sound and easy to remember, officers are more confident. CRAFT Tactics Teaches Officers to Managed Their Own Jeopardy

Traditional training and techniques unnecessarily place officers in close quarters-conflict, the result of which is an elevated force response and an increase in the probability of suspect/officer injuries.

When confronted with an opponent who is physically superior, either by means of drugs or alcohol ingestion, mental defect, or when the suspect is simply larger and stronger, and who is exhibiting threat or flight indicators, the CRAFT-System helps officers recognize that a correct and reasonable response to this scenario is to transition to an intermediate means of control or to increase the officer to suspect ratio. Field Training Officer – Certification (FTO)

The undisputed most important person to a law enforcement organization is the Field Training Officer.  The quality of the organization’s FTO can literally decide the fate of that organization’s training success rate and the organization’s overall health.
